The Australian government has announced the changes took place in multiple immigration rules in April 2019. Apart from all other immigration rule changes, the Australian government has introduced three new visa categories and the changes took place in the immigration point system which effects from November 16, 2019.
Following are the three new visa categories announced by the Australian government.
The Australian government has announced three new visa categories last month in which two of them are regional visas and one is a Permanent Residence (PR) Visa.
- Employer-Sponsored Regional Subclass 494 Visa- (Will take Effect from November 16, 2019)
This Visa category will be under the Labour and Employer-Sponsored Agreement. This particular Visa category will support regional Australia employers to hire foreign skilled workers.
- Regional Provisional Skilled Work Subclass 491-(Will take Effect from November 16, 2019)
This visa category will be a point based visa which is nominated by a state or territory government agency and the best part is this visa category can also be sponsored by a family member living in the designated regional area.
- Skilled Regional Subclass 191 Permanent Residence Visa-(Will take Effect from November 16, 2022)
The first two visa categories are temporary regional visas, while the third Visa category, i.e. Subclass 191 is a permanent residence visa. The first two visa categories will have their effect from this year as mentioned above and Subclass 191 visa will have its effect after 3 years, i.e in the year 2022. The aim of the Subclass 191 visa is to offer permanent residency pathway to people who plan to settle in the regional part of Australia.
The Immigration Minister Mr. David Coleman, Citizenship and Multicultural Affairs, recently released an illuminating statement about the New Skilled Regional Visas Migration Amendment Regulations 2019, which describes the general requirements for the PR visa, i.e. Health, Security, Character etc.
Who can apply for Subclass 191 Permanent Residence visa?
Well, this new Subclass 191 Permanent Residence visa can only be applied by those individuals, who already hold the below new visas as on November 16, 2022 (for 3 years).
- Subclass 494 visa and
- Subclass 491 Visa.
Also, they must have earned enough income while being in regional Australia on the above visa subclasses.
The government has also announced to remove the below two visa categories:
- Regional Provisional Skilled Subclass 489 Visa
- Regional Migration Sponsored Scheme Subclass 187 Visa

The Subclass 489 Visa is to be replaced by the new Regional Provisional Skilled work Subclass 491 visa, while the Subclass 187 Visa is to be replaced by the Subclass 494 Visa. The existing Australian Subclass 489 visa which falls under point based General Skilled Migration (GSM) program of Australia and meant for the skilled workers planning to move to regional parts of Australia.
